George  W. Bush hit an astounding 19 percent approval rating from the non-partisan American Research Group. The reason Congress is skirting above him at 22 percent is because they have not stopped him and his cronies in their tracks. When you hear a Republican gloat that Congress is just as unpopular, the answer is always, "That's because they're not righting the wrongs. They're going along." Anyway. 19 percent!
